What I Think Of Recruits Not Doing Test

I was on Club Penguin today on one of my back up accounts and I noticed that when you get sent a piece of mail to become an Elite Penguin Force agent you don't have to do the EPF test. What usually happens is this... When you're on Club Penguin and you get sent the EPF agent recruit piece of mail, you should end up at the Everyday Phoning Facility and you'll be asked to take a test. You have to hit a snowball at the Target and then you will start the test. Ever since Herbert destroyed the Elite Penguin Force Command Room and the building, this isn't the case! You can now just get send the mail and waddle on into the EPF Command Room.

Now wasn't the EPF meant to be TOP SECRET and have TOP SECRET files? We know who The Director is - someone could be on Herbert's side and tell him and they will be captured. We know where the EPF Command Room is. We can recruit ANY penguin. I believe we should at least have to take a test to become an Elite Penguin Force agent because it is hard work, with Field Ops missions, defeating Herbert and much more.
