I decided to email Club Penguin today to ask them what is the quickest way to get coins in Club Penguin (without using any money makers) and they said this:

The quickest way to get coins is: Get all stamps for Pufflescape. Then, go and play Pufflescape, the first 10 levels and then the timed mode for the first 10 levels. You will get 3k+ coins. And it isn't difficult.
